Il est aussi l'auteur d'une philosophie évolutionniste de la vie dont l'idée-force est le concept central. La vie est la synthèse de la force et de l'idée, et l'évolution est le processus par lequel l'accent passe de la force à l'idée. Du vivant au social, l'idée-force devient idéal et l'évolution, initialement involontaire, devient réforme volontaire. Si elle commence avec l'égoïsme et la lutte pour la vie, l'évolution ne prend son sens que par sa fin, l'altruisme et la fraternité. C'est pourquoi la démocratie est l'idée-force en politique, même si, du fait que l'évolution requiert maintenant la volonté et la liberté, la crise est le régime normal de la démocratie, si l'ont sait voir en elle l'aiguillon qui l'incite à s'approcher de son idéal. This essay, by the editor of Common Knowledge, introduces the sixth and final installment of “Fuzzy Studies,” the journal's “Symposium on the Consequence of Blur.” Suggesting that “Fuzzy Studies” should be understood in the context of a desultory campaign against zeal conducted in the journal for almost twenty years, he explains that the editors' assumption has been that any authentic case for the less adamant modes of thinking, or the less focused ways of seeing, needs to be unenthusiastic and carefully (...) ramified. To establish the distinction between overenthused and unemphatic approaches to blur, he contrasts the ecstatically amorphous “Blur building” with examples of classical Chinese landscape painting. Elizabeth Diller and Richard Scofidio, in their book blur: the making of nothing, chronicle the development of their plans for the Blur building and, in the process, inadvertently show that, to overbear various negative associations of blur and fog, the authors/architects grew self-contradictorily emphatic about the need to produce de-emphasis in architecture and in modern life. Perl shows how this self-contradiction appears also in phenomenology-inflected writings on blur by T. J. Clark, Yve-Alain Bois and Rosalind Kraus, J.-P. Sartre, and Georges Bataille, but not in the work of the phenomenologist François Jullien, whose book The Great Image Has No Form analyzes the role of blur in classical Chinese art theory and practice. Where traditional Western painting, Jullien argues, calls for voyeuristically intense focus, traditional Chinese painting stimulates “dé-tente, relaxation or ‘untensing’.” Intense focus on a blur is still, Perl observes, an intense focus. In describing a painting by the Yuan Dynasty master Ni Zan, Perl concludes that the only way to be un-self-contradictorily positive about fuzziness, whether in logic or aesthetics, is to de-reify and de-differentiate with the aim of achieving blandness. There is currently an unrecognised conflict between the utilitarian nature of the overall NHS and the basic deontology of the doctor-patient interaction. This conflict leads to mistrust and misunderstanding between managers and clinicians. This misunderstanding is bad for both doctors and managers, and also leads to waste of time and resources, and poorer services to patients. The utilitarian thinkers tend to value finite, short term, evidence based technical interventions, delivered according to specifications and contracts. They appear happy to break care (...) up into smaller pieces, which can then be commissioned from multiple providers. The deontological thinkers tend to think about care delivered through a long term continuous relationship, and regard that relationship as therapeutic and salutogenic in itself. To them breaking care up into smaller fragments is a denial of what caring is really about. Very rarely are either or both sides of this debate fully aware of where their powerfully felt and often well argued positions start from. In this paper we offer an appraisal of the strengths and weaknesses of both moral viewpoints as applied in the UK NHS context and we suggest a way in which they can be reconciled, provided neither is pushed too far or too hard against the other. We believe this reconciliation would be good for patients, doctors, managers and improve the service as a whole. (shrink)

In her 2006 book ‘‘My Stroke of Insight” Dr. Jill Bolte Taylor relates her experience of suffering from a left hemispheric stroke caused by a congenital arteriovenous malformation which led to a loss of inner speech. Her phenomenological account strongly suggests that this impairment produced a global self-awareness deficit as well as more specific dysfunctions related to corporeal awareness, sense of individuality, retrieval of autobiographical memories, and self-conscious emotions. In this commentaryI evaluate the claim made byKeenan, Nelson, OÕConnor, and Pascual-Leone (2001) that since self-recognition results from right hemispheric activity, self-awareness too is likely to be produced by the activity of the same hemisphere. This reasoning is based on the assumption that self-recognition represents a valid operationalization of self-awareness; I present two views that challenge this rationale. Keenan et al. also support their claim with published evidence relating brain activityand self-awareness; I closelyexamine their analysis of one specific review of (...) literature and conclude that it appears to be biased. Finally, recent research suggests that inner speech (which is associated with left hemispheric activity) is linked to self-awareness—an observation that further casts doubt on the existence of a right hemispheric self-awareness. Depuis 2002, les régions sont pleinement responsables de la gestion des TER. Cette évolution permet-elle de faire l'hypothèse que la décentralisation s'apparente à une forme instituée d'expérimentation et d'innovation publiques ? L'hypothèse mérite discussion tant elle heurte frontalement une certaine tradition politique française.

We investigate a system of two species exploiting a common resource. We consider both abiotic and biotic resources. We are interested in the asymmetric competition where a given consumer is the locally superior resource exploiter and the other is the locally inferior resource exploiter. They also interact directly via interference competition in the sense that LIE individuals can use two opposite strategies to compete with LSE individuals: we assume, in the first case, that LIE uses an avoiding strategy, i.e. LIE (...) individuals go to a non-competition patch to avoids competition with LSE individuals, and in the second one, LIE uses an aggressive strategy, i.e. being very aggressive so that LSE individuals have to go to a non-competition patch. We further assume that there is no resource in the non-competition patch so that individuals have to come back to the competition patch for their maintenance, and the migration process acts on a fast time scale in comparison with demography and competition processes. The models show that being aggressive is efficient for LIE’s survival and even provoke global extinction of the LSE and this result does not depend on the nature of resource. (shrink)

This work presents a mathematical model describing the interactions between the cross-shore structure of small pelagic fish population an their exploitation by coastal and offshore fisheries. The complete model is a system of seven ODE’s governing three stocks of small pelagic fish population moving and growing between three zones. Two types of fishing fleets are inter-acting with the fish population, industrial boats, constrained to offshore area, and artisanal boats, operating from the shore. Two time scales were considered and we use (...) aggregation methods that allow us to reduce the dimension of the model and to obtain an aggregated model, which is a four dimension one. The analysis of the aggregated model is performed. We discuss the possible equilibriums and their meaning in terms of fishery management. An interesting equilibrium state can be obtained for which we can expect coexistence and a stable equilibrium state between fish stocks and fishing efforts.
